Mandatory Testing and Certification of Telecommunications Equipment (MTCTE)

Mandatory Testing and Certification of Telecom Equipment (MTCTE) that is imported and used in India will be implemented starting on the first of October 2019. The following types of telecom equipment that requires mandatory in country testing starting on the first of October will be: 2-Wire Telecom Equipment, Modem, G3 Fax Machine, ISDN CPE, Cordless Telephone and PABX. The Telecommunication Engineering Centre (TEC) will issue a notification when the remaining types of telecom equipment are scheduled for mandatory testing and certification. TEC under India’s Department of Telecommunications has authorized Conformity Assessment Bodies (CABs) to test telecom equipment against newly developed standards known as Essential Requirements (ERs) and to generate test reports indicating compliance with those standards. Based on these test reports, TEC will issue a certificate valid for five years.

TEC Interface Approval

TEC issues Interface Approval against its Interface Requirements (IR) standards. IR standards are organized by functional equipment type and usually specify network interfaces. Equipment to be connected to public network services requires approval. The applicant for approval must be a local Indian company.

TEC Type Approval

TEC issues Type Approval against its Generic Requirements (GR) standards. Like the IR standards, GR standards are organized by functional equipment type. Approval requires in-country telecom testing and may also require environmental and EMC testing. Infrastructure Assessment of the applicant's test and repair facilities in India are also a requirement. Type Approval is generally for equipment to be procured by India's former government carriers.

BSNL TSEC

BSNL typically requires Technical Specification Evaluation Certificate (TSEC) against TEC Generic Requirements (GR) standards for equipment going into its network. TSEC is a long and difficult process that includes laboratory testing of equipment function, environmental testing and Infrastructure Assessment of the applicant for approval. BSNL may also assign additional requirements as part of the process.

WPC Equipment Type Approval

Under the Indian Telegraph Act and Indian Wireless Telegraphy Act, mandatory Equipment Type Approval (ETA) is required for all approved Radio and Wireless equipment operating in de-licensed frequency bands in India. Such approval is granted by the Wireless Planning and Coordination (WPC) wing of India's Ministry of Communications. Import licenses are issued by the same authority and are required for customs clearance of imported items. Radio Frequency Test reports from an accredited laboratory, conforming to FCC or EN standards, are accepted by WPC for the purpose of issuing Equipment Type Approval. Equipment operating in other licensed bands will require separate Operating, Experimental or Demonstration license from the Department of Telecommunications. Only an Indian registered business entity or Indian citizen can apply for ETA.  BIS Compulsory Registration

BIS requires registration of electronics and information technology goods, including audio/video equipment, IT equipment, and household and similar electrical appliances. Testing must be performed against Indian standards at a BIS recognized laboratory. Separate registration is required for each factory at which a product is manufactured.
